Brief introduction of SDS in Malaysia

GHS regulation in Malaysia is compiled according to the 3rd version of GHS. Malaysia OSHA published Hazard Material Classification, Label and SDS Regulation (LCASS2013) on 11th Oct. 2013. It has come into effect in April 2015 (operation dates of the substance and mixture are both on 17th April 2015).

The aim of this law and regulation is to require manufacturer, importer and distributor to make a classification, labeling and packaging of the chemicals as well as to compile SDS according to ICOP.

ICOP provides specific classification criteria and rules of labeling:

ICOP consists with 4 parts:

Part 1: The classification list of the chemicals

Part 2: The classification of the chemicals (mixture)

Part 3: The public information of hazard, including label and SDS

Part 4: The commercial confidential information

Classification:

If the substance which is listed on part 1 of ICOP, it must be classified according to the classification list.

Although GHS in Malaysia is based on the 3rd version of GHS, the classification is not totally consistent with it.

The following classification is not used in Malaysia:

Hazard species

Hazard class

Code

Hazard introductions of health hazard

Combustible liquid

Category 4

H227

Flammable liquids

Acute toxicity

Category 5(oral)

H303

May be harmful if swallowed

Category 5(dermal)

H313

May be harmful in contact with skin

Category 5 (inhalation)

H333

May be harmful if inhaled

Category 2

H305

May be harmful if swallowed and enters airways

Hazardous to the aquatic environment, acute hazard

Category 2

H401

Toxic to aquatic life

Category 3

H402

Harmful to aquatic life

Label

Hazard symbol: according to the UN GHS standard

Precautionary statement: according to the EU standard

Font size: 7 points

Pictogram size: minimum (10mm x 10mm)

Small label (≤125ml): hazard and precautionary statement can be omitted.

Label language: it can be showed in English and Malay.

Reference table of label specification:

Packaging volume

Label size (mm) (minimum)

Less than 3 L

52x74

More than 3L, less than 50L

74x105

More than 50L, less than 500L

105x148

More than 500L

148x210

SDS

The format of SDS in Malaysia is as same as most countries around the world and contains 16 sections.

The language of SDS can be in Malay or in English.

Except CAS number, the chemical information on SDS can add other special mark, such as EC number.

The regulation of filling out the SDS which contains the chemical substance of confidential information:

If a product has hazard chemical composition in the product and the composition is commercial secret, how to fill out the product information on the SDS?

If the chemical name can be replaced by a generic name, this information can be replaced with hazard chemical generic names.

For example:

Name

Family

sub-family

Generic Name

1,4-dihydoxybenzene

604: Phenols and derivatives

Phenol derivative

Butanols

603: Alcohols and derivatives

Aliphatic alcohols

Aliphatic alcohol

The composition of the product can be showed in the form of a concentration range.

For example:

<1%

1 to <3%

3 to <5%

5 to <10%

10 to <30%

30 to 60%

>60%

Note: when the mixture classifies, if the material is showed in the form of a concentration range, the concentration refer to classify must be the maximum (e.g. ethanol 20%~40%, when classify 40% should be taken into consider).
