Brazil Releases New GHS Standards

On July 3, 2023, the Brazilian Institute of Technical Standards (ABNT) issued a new GHS standard, ABNT NBR 14725:2023 (SDS, Classification, labeling). The new ABNT NBR 14725:2023 combines the four parts of the original standard into one part and adopts the 7th revision of the United Nations (UN) Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The new standard will take effect on July 4, 2025.

The four parts incorporated in ABNT NBR 1475:2023 include:
lABNT NBR 14725-1 (Terminology)
lABNT NBR 14725-2 (Hazard Classification)
lABNT NBR 14725-3 (Label)
lABNT NBR 14725-4 (SDS)
Major updates to ABNT NBR 14725:2023:
1, SDS Portuguese "Ficha de Informacoes de Seguranca de Produtos Quimicos (FISPQ)" is changed to "Ficha com Dados de Seguranca (FDS)";
2. SDS Part 1 now requires a 24-hour local emergency contact number in Brazil;
3. Flammable aerosol was renamed as aerosol, and a new category - non-flammable aerosol was added;
4. Change the classification criteria of health hazards such as acute toxicity;
5. Amendments and additions to the Hazard (H) and Prevention (P) statements.
6, update the small packaging label specification.

In SUMMARY:
Merging the four standards into one standard has been proposed and discussed in Brazil for many years. Brazil's use of UN GHS Version 7 brings it in line with many other national GHS around the world, aiming at trade barriers and making it easier for employers and workers. The Brazilian version of the GHS module is almost identical to that of the UN GHS module. The integration of four separate technical standards into one improved user operability, although the GHS use version span is large, but fortunately there is a two-year transition time. The official language of Brazilian SDS and labels is Portuguese.
