Japan's "Security Law" has new requirements for SDS and labels

On May 31, 2022, the Japanese Ministry of Health, Labour and Welfare amended some occupational safety and health regulations to prevent occupational safety accidents caused by chemical substances. Among them, the modification of SDS and labels is as follows.

 

I.The flexibility of notification methods such as SDS

Delivered with the consent of the recipient in the following form:

1. Delivery of documents, disks, CD-ROMs and other delivery media are acceptable;

2, fax, E-mail;

3. Website or QR code with SDS.

The above contents will come into effect on May 31, 2022.

 

II. Regularly update the "health hazard" classification in SDS

Confirm the health hazard classification of SDS once every 5 years. If the health hazard classification changes, the SDS shall be updated within 1 year and all SDS recipients shall be notified. Effective April 1, 2023.

 

III. SDS project addition and optimization

1. Added intended use and related precautions in SDS.

2, is not allowed to use A span of 10% concentration range to mark the content of chemicals, for example: A substance: 15% can be expressed as a substance: 10-20%, this is not allowed under the new regulations; Only the percentage is allowed to display the substance content, and it is not allowed to use: ppm, mg/L and other marking methods to mark the substance content.

Note: In special cases, the labeling requirements can be appropriately relaxed, such as: a certain component in a product due to its product characteristics and technical limitations, the concentration range can be used when the exact content cannot be defined.

The above contents shall come into effect on April 1, 2024.

 

IV. Labels

1, when the product is transferred from container A to container B, it also needs to be labeled;

2, when the product is produced and stored in a container, it also needs to be labeled.

The above will come into effect on April 1, 2023.
