New Korean GHS regulation "고용노동부 공고 제 2020-247 호" classification and MSDS detailed explanation

On June 8, 2020, the Ministry of Employment and Labor (MOEL 2020-247) issued a revised draft of the GHS Classification, Labeling and SDS Guidelines for comment until June 29, 2020. This revision covers MSDS, CBI(Trade secrets), concentration limits, and GHS classification. Today, I will mainly talk about the classification changes of MSDS and some requirements of MSDS.
Old standard:고용노동부 고시 제2016-19호
New standard:고용노동부 공고 제2020 - 247호
Effective date of the new standard:“제1조(시행일) 이 고시는 2021년 1월 16일부터 시행한다.”(January 16, 2021), reference version: UN GHS version 6 and above.

Note: Here you can see "Chapter 2.2. The definition of "flammable gas" has been changed by adding "54 ° C 이하 공기 중에서 자연발화하는 가스를 말한다." . This is equivalent to adding a category - "ignition gas", which is only available in the sixth edition.

Note: Here you can see "Chapter 2.3. "Aerosol" changed the category name, changed the original "flammable aerosol" to "aerosol", and then added a category 3 "pressure vessel can burst after heating".

Note: Chapter 2.6 "Flammable Liquids", adding GHS classification module, the original standard did not use "Flammable liquids - Category 4", the new standard began to use.

Note: Chapter 3.1 "Acute Toxicity" added the category module, the original standard did not use the "acute toxicity (oral/percutaneous/inhalation) - Category 5" category, the new standard began to use.

Summary: The new standard modifies more things, the above is just an example of a few key points, about the classification of a lot of things to modify some definitions, standards, including testing standards and so on. According to my experience, the previous UN GHS standard in South Korea should be between the 3rd and 4th version, while the new standard should be in the 6th version and above, so the version has a large span and more modifications.
However, the new standards have not yet been implemented, and there is a long transition period until January 16, 2021.

Note: There is a new requirement in Section 3, "Ingredients/Composition Information", that if you have a compliant hidden ingredient in your product (the ingredient is a trade secret, and then reported to the relevant department, and agreed to hide after approval), you need to provide the approval number and expiration date in Section 3.
