GHS in West Asian Countries

There are 18 countries in West Asia under the “Belt and Road Initiative”. Turkey’s national chemical laws and regulations have received extensive attention in recent years, I will focus on introducing them here as a representative.
On June 23, 2017, the Ministry of Environment and Urbanization of Turkey issued the Turkish REACH Regulation (KKDIK) originally scheduled to be issued at the end of 2015 in the Government Gazette. The regulation will come into effect on December 23, 2017 at the end of this year. Similar to EU REACH, the KKDIK regulation also manages chemical substances through registration, evaluation, authorization and restriction, and will replace the current chemical inventory and control regulations, SDS regulations, and the production, sale and use of certain hazardous substances and products. And cargo restrictions.
KKDIK regulations require that manufacturers and importers in Turkey need to register chemical substances with an annual production or import volume of more than 1 ton, and overseas manufacturers can register through the sole representative (OR) in Turkey. The registration of chemical substances is divided into two stages: pre-registration and formal registration. The deadline for pre-registration is December 31, 2020, and the deadline for registration is December 23, 2023. Registration requirements must be submitted jointly, that is, to strengthen data sharing, reduce animal testing, and reduce testing costs for registrants.
KKDIK has incorporated the Turkish chemical substance management regulations into a regulation, which will replace the following regulations:
1. Regulations on chemical inventory and control;
2. Regulations on the preparation and distribution of hazardous substances and product safety data sheets;
3. Regulations on restricting the production, supply to the market and the use of certain hazardous substances, products and commodities.
